I'm pretty sure Magic is underpowered enough, it needs something like this. Besides, these spells don't have to be at the same speed/game ticks as current spells. I also suggested a spell that allows players to reach 124 Hitpoints (99 Hitpoints + 25 boosted with Bloodthirsty spell, which would help with rushers in all aspects/combat styles). Additionally, nobody can use this spell and then switch to an AGS spec because it requires 100% spec to cast, and the +25%/+50% effects would wear off after 60-seconds if not used, if that's why you think it would be overpowered.
