But yes, everyone can use all the new weapons and equipment; the Monkey Madness II quest only unlocks the NPCs that drop items that create it all.

The Heavy ballista has an accuracy bonus of +120 and a Ranged strength bonus of +175 with Dragon javelins equipped; I'm pretty sure the Special Attack is just a slower attack that deals more damage.
