Thats quite possibly the worst way. Let me expose why, You can spend 2-3K iron arrows (30 gp each) and go there and go dry, What if you dont get a cape drop and you get an obby knife or sword. Those go for 45K-75K. Sure if you're lucky you can do it and possibly get a cape everytime (Very Unlikely) Then you have actually lost money and need to do another money making method to buy more arrows to possibly get that cape drop which will pay for the money you may have lost and might only be a...
